Even Email may have problems, let alone other IP connections. Hence, Per's surmise that the SU may soon be better connected than the UK. Also, some UK poster wondered why Japan wasn't on Internet ... well, he got plenty of replies saying that it was. If a UK site doesn't see Japanese traffic, the problem is in UK connectivity, not Japan's.
