Specifically:

1. What does it do exactly? (I am told that it allows you to write an
   application that will run under multiple windowing environments simply
   by rebuilding with the appropriate versions of XVT for the desired
   windowing environments).

2. Can you tell me about your experiences with XVT?

3. Where can it be obtained, and how much does it cost?

XVT: is an API that has drivers for the following window systems.

Macintosh
MS-Windows
OS/2 Presentation Manager
X window System 
Character Screen

You write your application using XVT function calls.
Link your application to different XVT libraries depending on what window
system you want the application to run on.

Limitations are the obvious ones, to be portable you must use XVT calls
and not the window system specific calls.  In many cases the XVT calls
will provide the lowest common denominator functionality.  (Example, there
is no support for hierarchical popup menus.)
