I don't mean to drag the telemarketer thing on any further, but I found this in 
the San Francisco Weekly (24 Apr 91) about Private Citizen Inc, who "... 
compiles a list of citizens who are fed up with telemarketers, and sends these 
names to more than 750 telemarketing firms twice a year. The firms are made an 
offer to use individuals' phone time on a 'for hire' basis only; a 'junk call' 
to a listed consumer constitutes acceptance of an obligation to pay $100 to the 
consumer.

"According to [founder Robert] Bulmash, it works -- subscribers report an 80 
percent drop in telemarketing calls, and a number of consumers have collected 
their $100 fee for being harrassed.

" 'I encourage subscribers to tell me about telemarketing firms that aren't on 
my list,', says Bulmash. 'We get the big guys, but there are still a lot of 
local places that we don't know about'.

"To be listed in the Private Citizen Directory, the fee is $20 annually.
