[net.ham-radio] Need info to recover Gel cell

I need information on how to recover a 12 Volt rechargeable power pack
that will only charge to 10 Volts.  I believe it is a 'Gel' cell which
I understand to be a lead acid battery encased in a gel.  Does this
2 Volt drop indicate a shorted cell?  Is it possible to blast this
short by using a high voltage, high current supply?  If so, how high and
for how long?  It is a 48 Watt Hour battery.
