qst de k9eui hr arrl bulletin nr 108 from arrl headquarters newington ct november 29, 1984 to all radio amateurs bt the city of newport news, virginia, has filed comments with fcc in support of prb 1, the leagues request for preemptive relief from local antenna zoning ordinances. the city cites the emergency communication support it has received from amateurs and states that while the city can control its own local zoning, it has no control over other jurisdictions with which its radio operators might have to communicate in an emergency situation. the city concludes by asking the commission to issue a declaratory ruling prohibiting state and local restrictions on federally licensed radio facilities, except where clearly necessary to protect the health and safety of the local citizenry ar
