The best and easiest way to listen to Voice of America in Israel is to tune to 1260 KHz between 5 PM and 7 PM in the afternoon Eastern MediterraneanTime. VOA operates a relay station from Rhodes, Greece. If your friend in Jeruselem would stop by the American Cultural Centre's library on King George Street (I forget the exact address, it's right before Jabotinsky if you're approaching from City Centre), he can get a full schedule of VOA's broadcasts for free. A more interesting experience is to listen to the US Armed Forces Radio and Television Service's relays of US network programmes (including "All Things Considered") at 11 PM local Israeli time on 15430 KHz. The Israeli Armed Forces Radio station "Gailei Tsahal" ("Waves of the Israeli Defense Forces") used to operate a low powered relay station on 2442 KHz during the time that Israel held the Sinai desert. This relay no longer exists.
