qst de k9eui hr arrl bulletin nr 6 from arrl headquarters newington ct january 31, 1985 to all radio amateurs bt fcc has issued a notice of proposed rulemaking affecting the vec program. responding to petitions requesting that the waiting period for retaking a failed amateur examination be changed, fcc proposes to eliminate the waiting period entirely, and to allow vecs to decide on a waiting period for their examinations based on their own administrative requirements. the nprm also proposes to require public notice of volunteer examination sessions only if the sessions are conducted for five or more candidates. the nprm is designated docket 85 21. comments are due by march 7, 1985, reply comments are due by march 22, 1985. complete details on the nprm appear in the latest arrl letter. copies of the nprm are available from hq. for a large s.a.s.e. with 37 cents postage ar
