fcc has issued  a  notice  of  proposed  rulemaking  concerning
repeater  coordination.   the  nprm is designated docket 85 22,
and proposes to add the definitions of a coordinated  repeater,
frequency coordinator, and harmful interference to part 97, and
to define the responsibility for resolving repeater to repeater
interference.   fcc  seeks  comments  from  amateurs concerning
whether  an  amateur  operator  should  be  required  to   seek
frequency  coordination  for  a  new repeater in a metropolitan
area, and comments as to whether fcc should recognize a  single
national   frequency   coordinator  for  the  amateur  service.
comments are due by july 1, 1985, and reply comments are due by
september  30,  1985.  until  fcc  takes further action on this
docket, there is a moratorium  on  new  repeater  operation  in
metropolitan  areas  (see  arrl 9).  complete details appear in
