[comp.protocols.time.ntp] Server selection under xntpd

Isn't it a bit odd that it chose otc1? udel, isi, and suzuki are
stratum 1s that seem to agree quite closely. otc1, on the other
hand, appears to be off by 10 msec. Am I missing something?
Unfortunately, our net connection comes and goes, but this is after
a number of hours without a net interruption.
