The tentative date for the launch of the 10th Navstar GPS Block II
satellite is 20 November 1990.  The satellite will be placed in orbit
from Cape Canaveral onboard a Delta-II booster.  A successful launch
will bring the total number of usable GPS satellites to 16.

Richard,

Five more to go and the Desert Shield rats can avoid being lost for all
24 hours. Yes, and then we don't have to buy a $30K rubidium standard to
hold the GPS-synchronized clocks when all the satellites are over the
horizon. You can tell I'm a real fan. The generals told me (really) they
expected 24 satellites, but I understand they will only get 21. On another
occasion I will tell you when and why they told me that.
