     Can any one be a secondary server as listed in the file clock.txt at
louie.udel.edu?  Are their any restrictions or requirements?  Is there
any problems or features of being a secondary server?

John,

The only requirements are that you run a reasonably stable timeteller
and agree to let a few of your close friends lob timegrenades at it.
As you know, us up here on the stratum-1 frontlines have had to
put up some revetments; however, the guys further down the stratum
tree are probably safe for the duration. You guys out in the NM desert
are probably safer still. 

I did say "down the tree," which implies a "tree" is an underground
creature with its tail in the air. Either way, it works.
