[comp.protocols.time.ntp] server vs. peer

I've been looking at my campus timeserver setups since we're going to
be having more systems on campus using them soon.  While going thru
the messages I've saved from this list, I've found contradictory
advice for how to setup campus-level servers.  Some say that the
campus-level servers should use the "server" keyword for the
stratum 1s I want to use, and some say that campus-level servers should
use the "peer" keyword with the stratum 1s (both say to use
"peer" with the stratum 2s).  So, which is right "server" or "peer"?

I'm using ntp (on a couple of DECstation 5000s) if that makes a difference.
