I have a machine which is chiming with version 1 and version 2
ntp daemons. It seems to only talk with the version 1 servers.
a sysstat command shows
xntpdc> sysstat
system uptime: 312
time since reset: 312
bad stratum in packet: 0
old version packets: 14
new version packets: 20
unknown version number: 0
bad packet length: 0
packets processed: 14
bad authentication: 0
wander hold downs: 0
notice that packets processed equals old versions packets.
a peers command shows

the bottom three are the version 2 servers.
Why does my version 2 xntp not talk to other version 2 servers but
will talk to version 1 servers.

BTW, the sever piggy is running the same code and talks to
the local machine that is having problems. piggy has the same
config file except that piggy is replaced with this machine.
