[net.ham-radio] help wanted for quick and dirty CB antenna

I needed to set up a temporary CB base station in an office on the
6th floor of a building, so remembering that my 2M HT uses a 1/4
wave vertical antenna which doesn't require any loading or tuning,
I ran some RG58 coax from the CB tranceiver over to the window,
grounded the coax braid to the radiator (heat radiator, that is;
not RF), and soldered the center conductor to a 1/4 wavelength long
piece of wire which was dropped out the window with a rock tied
to the other end.

It works better than the mobile magmount that we'd been using on top
of the desk but not much, and seems to have a lousy SWR.

Can anyone suggest a better way to make a wire antenna?  Did I cut
the wire to the wrong length?  We have no test equipment to speak
of, cannot nail things to the side of the building or bring stuff
up to the roof, etc. etc.
