Warren, read the message again.  It says "EE" is $822.  SE is only $179.  EE 
is more than just an operating system.

Standard Edition, which lists at $150 US, should come in at under $200 
canadian, but Extended Edition (with IBM connectivity extras) is much more 
expensive.

That price is for EE,  not SE.  The current list price for SE is US$150,EE 
is US$690 I think.  I'll let you do the conversion to Loonies.

Extended Edition (EE)  is Stardard Edition (SE == The OS/2 operation system) 
plus a bunch of "value added" stuff that most home users do not want (IBM 
Mainframe emmulation stuff, etc).
