[comp.sys.ibm.pc.misc] MS-DOS Graphic Utility needed

I need a MS-DOS program which can read/convert multiple graphic formats
(raster, GIF, TIFF, PIC, etc.) and can display them on a screen with less
resolution than the picture, using smooth scrolling if possible (i.e.,
displaying a 1024 x 768 picture in a 640 x 480 window).  I have *lots*
of graphic programs, but none of them seem to do this.  Being able to
compress a picture into the current screen mode would also be useful.

If anyone knows where such a program is availible through anonymous FTP
or would mail it to me via uuencode, please post/do so.  Additionally,
if someone would use anon. ftp to upload to to /pub at clutx.clarkson.edu
I could get it there.

P.S.:  I know there are lots of requests for file viewers, but I have
looked all over and could *not* find a viewer that would do these 
things.
