x BACKSCATTER Newsletter Just received an issue of BACKSCATTER, a sporadic newsletter "designed to inform the shortwave community about developments in the field of Over-the-Horizon (OTH) Radar." Bob Horvitz, chairman of ANARC's Over- the-Horizon Radar Committee, edits BACKSCATTER, which is about 4 pages long. According to the issue I have, one may receive the next issue of BACKSCATTER when published by sending a long, self-addressed US-stamped envelope and 50 cents (for a single issue.) The 50 cents may be in the form of mint US postage stamps. Requests for delivery to points outside the US should not include SASEs or foreign stamps, but 4 IRCs for airmail delivery instead.
