The fact that the controller does not use an internal BIOS has absolutely
nothing do to with the encoding method which it uses; if the disk was
intended as a 65MB RLL drive, it can still be formatted under MFM
albeit with lower capacity.  Conversely, MFM-intended drives should *NOT*
be formatted under RLL (only for the reason of reliability).

If the controller does not have it's own BIOS, formatting may be
possible using a program such as Ontrack's Disk Manager or the like,
provided you know the parameters (heads, cyls, precomp, LZ, etc.) 
for your drive.
