I once went to my local telco office and asked to see the tariffs
governing  data  communications.   (I  was  trying to decide if a
leased line would be cheaper than long distance calls to my  com-
puter). When I was trying to find out how much leased lines cost,
it took me about seven calls to 4 different offices to find  out!
I  got  disgusted, and thought I'd find out myself.  Sure enough,
they cheerfully let me peruse them at my leisure. The only  prob-
lem  was, they are next to impossible for 'laymen' to understand.
The obtuse regulatory wording and hodgepodge  organization  makes
it difficult to find out what you want to know unless you already
know it.

the tariff lists services and things which are available from the telephone
company and there is a tariff for the telegraph company.  it's nice to see
a catalog of all possibilities, for example a braodcasting group might like
a line for an symphonic transmission from the local concert hall or for an 
athletic event with higher fidelity.  sometimes the company representative
may not be as informed as this documentation with specifications and rates.
