      If you want to use the W3IWI oscar program past 1985 
      you have to add to the Sidereal Time table in the 
      program. This is the needed data from 1985 to 1989,

      DATA 85  ,  0.2766814244

      DATA 87  ,  0.2753551864
      DATA 88  ,  0.2746920657
      DATA 89  ,  0.2767668578

      The above are the Greenwich Sidereal Times on Jan 0.0 for
      the years listed. I have also convereted the program to 
      fortran on the IBM PC. the fortran program runs 10 times
      faster than the basic program.
