I have seen 512K VGA boards that can do 800x600x256.  Yet, the Paradise
VGA 1024 cannot?  So, what is the deal here?

None of the Paradise chipset based super VGAs support that mode... It
is not for lack of memory, just lack of forsight on the part of the
designers...

Then why is it that paradise supplies a 800x600x256 Win3 driver (which does 
not work on my 512k 1024x768 card)? ... some board of theirs must support 
it ... anybody know which board it is?

That is because the Paradise 1024 card and most all OEM cards use the
WD90C00 display ASIC, while the first chip to support 800x600x256 is
the WD90C11.
