Yes, yes... I said that the 0.95 fudge factor used to calculate the length of
a dipole was due to a shift in the speed of light (electromagnetic propogat-   
ion) traveling thru air.

Well, I was wrong. Dead wrong!

I spoke with a new guy in our research group here at Tektronix and he has 
shown me the folly of my beliefs. He even gave mathematical proof that the 
fudge factor comes from END EFFECTS. Not speed shifts. (By the way, the speed
shift is very minor.)

So if anyone wants to flame on this one... forget it! I beat you to the punch.
