amsat oscar  10  has  the  following  new  operating  schedule,
effective  immediately.  mean  anomaly  0  to 99 will be mode b
monday through saturday, mean anomaly 100 to 117 will be mode l
monday through saturday, mean anomaly 118 to 218 will be mode b
daily, mean anomaly 219 to 234  will  be  off  daily  and  mean
anomaly 235 to 256 will be mode b daily.  mean anomaly 0 to 256
is one complete orbit, starting at perigee.  apogee would be  a
mean  anomaly  of  128, or 1/2 an orbit.  one complete orbit is
699.5 minutes  ar

this is a correction  to  arrl  bulletin  nr  91.  the  federal
communications  commission  announces  an  agreement  effective
october 14 with the united  kingdom  department  of  trade  and
industry  to permit third party communications between amateurs
in the united states and special  events  stations  in  the  uk
having  the  prefix  gb  only, except that gb3 stations are not
included.  three conditions apply.   (a).   communications  are
limited to conversations or messages of a technical or personal
nature too unimportant  for  a  commercial  message.   (b).  no
compensation  direct  or  indirect.   (c).  communications must
accord with regulations for amateurs  in  each  country.   note
that agreement applies only to gb stations other than gb3  ar
