Non-Amateur Signals on 160 Meters

My curiosity was aroused when another ham at work men-
tioned hearing "beacon-type" signals on the 160 meter
ham band (1.8 - 2.0 MHz).
A search of FCC (1984) and IRAC (1981) files produced a
long list of American stations that, at one time or
another, may be operating in this band. Note that the
first few experimental licenses in the list are for
operation over a range of frequencies, rather than just
one or two channels:
