Sounds like a leaky underground power transformer; and 
the lamppost is probably acting as an "RF probe" - extending
down to/connected closer to the source. That's why it's louder
when you get near it.

Call the electric company. They like to know when their xfmrs
are leaking. It means lost $$$ down the drain (or up in the
air - as the case may be). I know, in my neighborhood when one
of the pole transformers are leaking, it wipes out the AM band
on up.

It might be something else, but a transformer sounds likely.
