Sorry, but the reason SIMCGA works is that CGA's resolution is less than Hercules, yet it uses only a few more colors.  There might be one, but I doubt it.  It would only do 320x200 mode anyways.  I recommedn buying a VGA to solve your problems.

Can anyone tell me if you can get an EGA emulator for monochrome monitors,
similar to the program SIMCGA which could display CGA on monochrome monitors.
I would greatly appreciate a copy, if one exists, or information on where to 
get one.

EGA's resolution is also lower than Hercules.  EGA is 640x350, while Herc.
is 720x348.  I'm not sure, but I believe 320x200 EGA is really 320x200
CGA, and that the high res. 320x200 modes are either MCGA or VGA.  In
any case, many if not most EGA programs support Herc.  VGA is, IMHO,
still a moving target, unless you *like* 640x480x16.

Not so, EGA's 320x200 is 16 out of a pallette of 64 colors, while CGA's is 4 colors out of well, 4.  EGA's 640x350 is 16 colors, not 1 as in hercules.  Also, many EGA boards today can be places in hercules emulation mode.  As for me, I have VGA.  There are better, but I don't have that kind of money.  640x480x16 and 360x480x256 are nice resolutions.  Plus it's even possible for me to use some tweaked 750x510 type modes without much problems from the monitor.
