qst de k9eui hr arrl bulletin nr 13a from arrl headquarters newington ct february 13, 1986 to all radio amateurs bt the (fcc) has initiated a rulemaking proceeding, docket 86 63, to determine whether examination credit should be given for written elements for amateur radio operator examinations coordinated by volunteer examiner coordinators, vecs, under subpart i of part 97 of the rules. this action was taken in response to a petition for rulemaking filed by lebert a. scupp. at present, credit can be given only for telegraphy examination elements. the commission also enquired whether it is necessary to continue to require the filing of an application for a license (at the) time a person takes an examination. the possibilities for expanding the use of the certificate of successful completion of an examination will also be explored. comments are due by april 30, 1986, reply comments by may 31, 1986. details will appear in qst ar
