A section in the Foriegn Call Book lists the DX QSL bureaus. Most of these bureaus are accessed by the ARRL QSL bureau . Stations listing other foreign stations as managers can be sent via the bureau under the managers call however, to assure a return card, I would definitely send it direct to the manager with the appropriate number of IRCs / Postage stamps (their country's stamps) or if it is not a Communist controlled country, a green stamp ($1.00 USA) with a "self addressed envelop" (incl. USA) will do the job. The green stamp is usually cheaper but the USA $ is illegal in some countries. If you are not sure of the country's policy regarding USA monies, send IRC's. These can be purchased from dx station managers at a reduced price of that required by the postal service. The number of required IRC's per a given location is given in the Foreign Call Book but in some locations, the number of required IRC's listed is high. Most managers will return any unused IRCs so use the book's information to assure sufficient postage. PLEASE KEEP IN MIND:::: A QSL manager is a volunteer so make it easy for him and you will get your qsl. Good luck!! ES GD DXing RICH KN9K P.S. All USSR QSL mail goes to Box 88, Moscow and I use the ARRL QSL bureau for these cards. Don't expect a quick reply. I still am receiving USSR qsls 3 years back. Also be sure to contact your "voluntary" qsl manager in your area and supply him with the necessary items. Your manager's address can be found in certain issues of QST.
