[comp.os.msdos.misc] Where is autoexec.bat and config.sys

This is probably silly to ask but using DOS 3.3 and did FDISK 
 and formated C: 
 reboot and A: format C:/s/v
 disk formatted and gave it label etc and A: COPY *.* C:/V for both diskettes.

  Reboot and dir,but no autoexec or config.

 then did bot again using floppy and 
  A: SELECTA: C:\SYSTEM 044 UK
  Entered label or drive 
  and did A: COPY *.* C:\SYSTEM/V
 
 Reboot but no above files.
 
 I know they're not critical to have them,but if I want to modify them
 it's easier if ther's something there already than inventing.
 How are these files created without you manually creating them.
  Reference manual states taht SELECT will create these two specific files 
  but no for me ..
