[comp.os.msdos.misc] Need info on DCX image file format

	I need to know where the DCX image file format originated and
who currently maintains the format.  I know the internal arrangement of
DCX files, but I'd like to know who first designed it and if its
creation was directly related to its use by many PC FAX software packages.
