I have one possible explanation for the periodic keyboard beep problem:
Remember that DOS has only a 12 character typeahead buffer.  You may just
be entering too many characters before the system can handle it.  For
example, let's say you are using a spreadsheet program with a very large
table.  You hit the calculate button, it takes 15 seconds or so to run
through all of the calculations, and in the meantime you know that you
want to move down twenty columns, so you hit your down arrow key twenty
times.  Well, only the first 12 can be buffered, since the spreadsheet
won't handle the keyboard input until it has finished its calculations.

As for your other problem, I really can't help.
