[comp.sys.ibm.pc.hardware] MCT-Eprom board

I recently went to a local auction and picked up some computer equipment.

The first thing I would like to know:
  What does a "Modular Circuit Technolgy MCT-EPROM" board do?
I think it allows you to program eproms because has space on the board
where you could plug-in a PLA (28 pins).  The interface to the bus
is a normal PC/XT interface (not an AT). And the interface to the user
is a 34 (square) pin. 

I also picked up a Seagate model ST-506, (full-height) hard drive.
  Is this (full height) drive only 10Mbs, or could it be larger?
