[comp.sys.ibm.pc.hardware] Cold Start and Memory Count Puzzle

I've a got a strange problem which cannot be resolved, advice is appreciated.

Computer: PC Brand 286-12, with 40 Meg. HD, Paradise VGA plus card, and NEC
          Multi-sync II Monitor.

Problem: If the PC is left off for more than a few hours, it won't start
         (without initiating a memory count, which can be heard.) After
          wait for a few minutes, the system may be started (do a memory count)
          by "reset" or off and on.

         Once the system is working, you may turn it off and on without any problems.
         The machine works alright.

PC Brand: The machine developed the symptoms soon after I got it. At beginning I need
          to wait for only a few seconds, then wait longer and longer. If I keep the
          machine on whole day, next day I may get no problem.

          PC Brand has serviced the PC. First they first changed the Power supply,
          but I got the same problem. Then they changed the motherboard and memory,
          still the same problem. Now they have changed HD controller and Harddisk,
          still the same problem.

          The thing I don't understand is, everytime I got the unit back, the first
          two days I have no problem, then the problem develops. Maybe I used it too less
          (I used it casually each day) ?

Question: What prevents a memory count from occuring? What exactly happens when the PC is
          turned on? Because once I see or hear the memory count, everything afterwards
          just goes on without a glitch.
