Does anyone have any advice on where to send a moribund Miniscribe 42 Mb
hard drive for repair?

You can find outfits that repair drives advertising in the back
of places like Byte Magazine and Computer Shopper, but you have
to look pretty carefully.

I have had good luck with JB Technologies, 1-800-688-0908 in
Moorpark, CA (someplace in the Los Angeles area), repairing
Miniscribes and Maxstors.   Just a satisfied customer.
