I'm wanting to develop some educational programs for my daughter,
and would like to incorporate a sound card into them.  I would
appreciate email with your comments about the following.

1.  Which is the most popular?  Supported by more software?

2.  How easy is it to program from C?

3.  Is it capable of generating speech?  What quality?

4.  Any special features?

Go with the SoundBlaster.  It lets you do music, play/record 8-bit
digital samples up to 23k/sec (play), 12k/sec (rec), and has a
programmer's toolkit for $100 more that has C routines to access the
drivers.
