[comp.sys.ibm.pc.hardware] Drive switching

For a client who is psychologically adverse to opening up a
computer cabinet and touching any wires I would like to setup
the following:

They have an AT-class clone machine which already has 2 physical
drives installed, c: and d:

Would like to make both drives bootable and set things up so
that either drive could be booted from, even if the other died.
(they will be on the same controller for now so I relaize it is
not totally fail-safe configuration).

Is there a software only solution to this ? i.e. if drive c:
returns an error when trying to boot, will the system then try
drive d, like when if the floppy drives are not ready, the system
trys to boot from the hard disk ?

If not, is there a way to wire up the cables through some kind
of a switch or bring them outside the cabinet for easy access
*without* introducing noise and unreliability into the system ?
