My Zenith monitor has both an RGB input and a coaxial composite video input, with a switch for choosing one or the other. I connect the RGB input socket to the RGB output of my PC CGA board. I connect the composite input to the video output of a TV tuner (available for like $69.95, with remote control). The tuner also gives an audio ouput (a separate "RCA phono" plug); this goes to the audio input of the Zenith monitor, which has its own audio amplifier and speaker. The monitor is a Zenith ZVM-135, 13inch. Thus the PC is not involved in the TV reception at all; it need not even be turned on. This doesn't give a two window result but allows one to switch to PC or TV use of the monitor. The picture quality is much sharper than any TV set I've seen (also smaller!). One could also , instead of the tuner, use the composite video output of a VCR, which can give you either its tuner output or the output of a tape cassette. Hope this might help your needs.
