First off, for the netter who wants a faster refresh than 60 Hz,
VGA/MCGA can be refreshed at 70 Hz (analog video, non-interlace) and
8514/A is running at 87 Hz (analog video, interlaced).

Second is the question on using a multisync for NTSC video display.
Well, since CGA is *pretty* close to NTSC, it should work.  I have been
doing it in a particular application (NTSC line standard, but not being
generated by a VCR or other reciever), and it work pretty good.  The
trick is what you probably have is RS-170A composite video.  What the
monitor needs is R,G,B and composite (or seperate) sync.  So you'll have
to split it out (a number of chips are available for this), make an
adapter and you have got it.
