[comp.sys.ibm.pc.hardware] WANTED: Data Acquisition Card for IBM PC

I am looking for an inexpensive Data Acquisition Card for an IBM PC.
I simply need a card that can do EITHER of the following:

1) Count cycles of a single irregular digital TTL-level (0-5V) signal,
with pulses occuring with at least 6.6 ms between pairs of rising (or
falling) edges.  (150 Hz) The count should be able to be read by a
user program, and must be at least 8 bits of count, preferably 16 bits
or more...)

2) Have 8 to 16 parallel lines that can be read, which would be
connected to external circuitry performing the count of a TTL-signal
like the one mentioned above.  In this case, external circuitry could
maintain the count, and the data acquisition card is used only to
sample the count at any time.


A card permitting option 1 would be preferred.  The card would be
useless to me without documentation or a sample application similar to
the above.
