[comp.sys.ibm.pc.hardware] $200 worth of DOA why?

I have two brand new Toshiba ND3561GR 3.5IN 1.2MB floppy
drives which I am installing as the third and fourth disk
drives on an IBM PC/XT. The two original 5.25IN drives and
their controller are still in place. The controller being
used for the two new drives is a MicroSolutions Compatacard
II.
I have set the jumpers on the Compatacard as recommended
for the two non-bootable drives. Jumper J2 = A and A. DMA =
2 and 2. The interrupt jumper is set to 6. The CCDRIVER.SYS
command line in CONFIG.SYS looks like

DEVICE = CCDRIVER.SYS /12,7,3/13,7,3

The CCDRIVES.COM utility supplied with the controller card
indicates that I now have two more drives. The problem is
that absolutely nothing happens when I do anything which
accesses either of the two drives. I have been able to see
activity from the drives if the J2 jumper is moved to the B
positions which I know are incorrect. This causes the 3.5IN
drives to run in tandom with the 5.25IN drives. It does,
however, prove that there is power going to the drives and
they are capable of running.
Since I have never done this type of installation
before, there is probably some obvious problem which I have
overlooked. The rest of the XT including a Toshiba/Western
Digital Hard Card works perfectly. The cable to the new
drives, which I have suspected all along, is the standard 34-
pin Y configuration with a twist on the A port. Any
suggestions are welcome.
Many thanks.
