Particularly since today's system boards run HOT, and most cheap PC fans barely keep them cool, let alone a box full of expansion cards. Besides, the fan is probably an AC motor whose speed is determined by the frequency of the line current (i.e. 60 Hz). If case alignment isn't the problem, put the box on the floor!
