[comp.os.msdos.programmer] Sending file output to a port

The problem:

 An executable program from a third party (we have no sources)
 is writing information to a known file.  We want that information
 to go out a designated port instead (don't care if it is still
 writing the information to the file or not, prefer not).

What is the simplest way to do this?

 1.  Is there a software package that can do this?

 2.  Should I write a TSR?

 3.  Anyone have sample code and/or insights they want to share?
