[comp.os.msdos.programmer] windows & dBase C libraries

I am starting development of an application and am looking for two
libraries to simplify the job:

Window Handling:  Either MS Windows or self-generating-text-windows. 
This library should handle the windows, menues, buttons, and
entry-fields.  I haven't decided whether or not to use MS Windows, so I
am interested in both types of libraries.  One library that can do both
(or be easily ported) would be great.

Database Handling:  Routines to create, access, and modify either dBase
files or Paradox files.

I will be using either Turbo C++ or MS QuickC.  I'd appreciate it if
anyone who has any recommendations regarding any libraries or these
compilers could send me their comments.
