We have had XBUILD is fairly nice; we've had lots of fun sucking its UIL output into The Builder Xcessory. Coolest feature is the portable dynamic loader. (Our evaluation copy costs more, but the final will be less.) A small evaluation of builder tools just appeared on comp.windows.x, including some Open Look - producing tools. Another tool you might consider is DEC's VUIT; I don't know its status. (The U of Lowell was showing at Siggraph a generic directed-graph layout tool; one of the demos had a back-end that interpreted the nodes as Motif widgets and the connections between nodes as parent-children relationships and constructed the application.
