The solution was this: The background window was being raised when the menu was posted, obscuring it imiediately. Of course, once in a while the events would get processed in reverse order and it would work. The raise was getting called when focus to the dialog shell was received, and this was removed. It worked fine ever since. Does the cursor do funny things when this happens to you? (the cursor pointed a different direction in the popup menu, this wrong direction persisted even though the popup was not visible, until you clicked the mouse.
