Yes he is supposed to get away.

I stayed and slept at every level of the tower and after a week of 
fighting the party up the stairs, I just missed him ...

That's the main complaint with C.O.K, time just don't matter.

Hello...I just bought Champions of Krynn about a week ago, and was wondering
if anyone had any hints or maps they'd like to share?

For one thing...is whats-his-name supposed to get away with the dragonlance
in Gargath's Keep, or did I just get there too late?  In general, does time
matter in the game (it doesn't seem too)?

Yes, Mantyanty ?? is supposed to get away with the Dragonlance, but you find
it later under Sanction.
Time has no meaning in the game.  You can rest for weeks and the game will
pick up exactly where you left off.  Although in some places, it is
unadvisable to rest for great lengths of time because you will get interrupted.

Any more questions, just ask.
I am using someone else's account but he knows about it and will pass on any
