Would anyone know of a piece of software for a Mac AppleTalk network
which allows Email, Bulletin Board facilities and/or conferencing
facilities?

I teach using Macs which at present do not have hard disks.

Is it possible given the hardware limitations?

PacerForum is a new product that will be available this summer that sounds
like it would fit the bill.  It's an AppleTalk-based application that gives
Mac users the functionality of a bulletin board, but with more sophisticated
options for discussions (conferencing), administration, and security.  The
interface is entirely graphical, using the bulletin board metaphor.  It's
System 6 and System 7 compatible, and the client will run on a floppy based
Mac (although for best performance a hard disk should be used).  The server
runs in the background on a non-dedicated Mac and requires a hard disk.  List
price is tentatively set at $549 for 5 users.  If you have more questions,
