Ok. After many posts and people letting me know how little I really do know,
here's what I've found out. NCSA Telnet 2.4b11 will run just fine under
system 7 with either appletalk or ethertalk. MacTCP (the latest release)
will work fine under system 7 and will work with both appletalk and ethertalk.
Only versions of telnet that are MacTCP versions will run under system 7.
The way to do it is place MacTCP in the root system folder with an alias in
your control panels folder. Configure it. Place your config.tel in the root
system folder or in the folder with the telnet program. Restart your computer.
Then you can run telnet. Now, depending on your memory configuration it will
either be slow or moderately faster. The only thing I've found is that it 
is SLOW on a mac II with a PMMU and VM turned on. But it works.
