I have been requested to post a summary of the responses I received as a result
of my request.  This message from Steve Dorner summarizes nicely:

After a few attempts I settled on the Pop3 server from lilac.berkeley.edu
pub/popper/popper-1.7.tar.Z.  There are a few versions available.  
Eudora seems very good.  I'll try it on a few non-technical users and see how 
they get on.

A Few points.
POPmail 1.6a seems to be the last to use Hypercard 1
I couldn't get MacPOP to work.  It looked good tho.
Does anyone know the precise address for Techmail?
Finally is there a pop client for (ahem) Windows 3?
