I suspect that it is the same as the current MultiFinder.  When the 
application calls AddResMenu with DRVR as the resource type, the system 
will add the names of everything in the Apple Menu folder, rather than the 
installed DAs.  There's probably some mechanism to update the menu if 
something in the folder changes.

So I think it is essential that applications continue to call AddResMenu.
